Keynote Session - Changing the Frame of Canadian Education: From (Celebratory) Multiculturalism to (Integrative) Anti-racism

Although provinces are responsible for education, multiculturalism has for many decades been the dominant frame for considering and addressing social and cultural diversity and the goal of educational equity and social justice. Alternatives do exist and either have existed about as long as multiculturalism (e.g. interculturalism in Quebec) or have emerged (e.g. anti-racism in 1990s Ontario and in present day British Columbia) as a preferred frame.  In this paper, I will recommend anti-racism as a preferred frame for overall education and individual teachers’ pedagogy. Rather than dismiss multiculturalism, I will (re)define it as existing on a continuum (with liberal, celebratory multiculturalism being dominant) and articulate its utility as a social justice oriented approach to education in general and pedagogy more specifically. I will do the same for anti-racism and through the comparison, will allow the anti-racism (especially integrative anti-racism or anti-racism within an anti-oppression frame) to emerge as a more utilitarian and effective frame for equity, diversity, inclusion (EDI) and social justice in and through education.
